
Stoke-on-Trent City Council approves plans to take forward a masterplan for Packmoor.
Councillors in Stoke-on-Trent have voted to develop a set of proposals for residential development as part of a masterplan for Packmoor.
However, they have also stressed that the direction the masterplan takes will be full shaped by the people of Packmoor and the surrounding communities.
It will also take into account vital feedback received on the need to improve infrastructure and local services and facilities as well as preserve greenspace. And it will look to ensure that every effort is made not to impinge on the individual identities of surrounding communities, such as Packmoor, Brindley Ford and Fegg Hayes.
The decision made by the city council's cabinet follows weeks of community engagement events that have been held, along with focus groups and online & door to door surveys carried out.
Hundreds of people provided their thoughts and outlined their priorities. Areas looked at included healthcare, shops, bus provision, infrastructure, active travel, a better range of housing and high-quality public space.
The engagement exercises, which have been carried out by consultancy and data experts Augarde, centre on the council-owned land on the edge of Packmoor and also adjacent to Brindley Ford and Fegg Hayes.
Based on the feedback received, consultancy experts Augarde compiled a report which has been published on this website and helped the council's cabinet come to their decision.
Councillor Finlay Gordon-McCusker - Stoke-on-Trent City Council’s cabinet member for transport, regeneration and infrastructure - said: “We’re very grateful to the hundreds of people who have been involved in the community engagement over the last few months. Their feedback is absolutely vital in shaping any future plans for the site.
“I’ve always been clear that doing nothing is not an option. Families in Packmoor deserve better: better roads, better local services, better green spaces that bring people together.
“At the same time, we can’t ignore the reality that Stoke-on-Trent urgently needs more homes - good, affordable homes that work for working people. That means we have to plan with care, with purpose, and with the community at the heart of every decision.
“The masterplan, will be grounded in what people have told us and it will be based on community involvement at every stage.”
What Next?
As of May 30 2025, we have entered a procurement process to find a company to develop a masterplan for the site. It is important that the process is thorough and the right organisation is found and so this process may take some time.
