About the Armed Forces Covenant
The Armed Forces Covenant is a national promise to ensure that those who serve or have served, and their families, are treated fairly and with respect.
Stoke-on-Trent City Council signed the Covenant in 2012.
The Covenant is based on two key principles:
- Serving personnel, veterans, and their families should not face disadvantage compared to other citizens.
- In some cases, extra support is appropriate – especially for those who have sacrificed the most, such as the injured or bereaved.
We invite local businesses, community groups, and individuals to sign the Covenant and show support for our Armed Forces community.

Defence Employer Recognition Scheme (ERS)
The ERS is a Ministry of Defence initiative that recognises employers who support the Armed Forces community, including reservists, veterans, and military families.
Award Levels:
- Bronze – Pledge support and sign the Covenant
- Silver – Show proactive policies that benefit defence personnel
- Gold – Demonstrate outstanding advocacy and leadership
In 2023, Stoke-on-Trent City Council proudly received the Gold Award for our commitment to the Armed Forces community.

The Covenant Legal Duty
Since 2022, certain public bodies must consider the Covenant when delivering services in healthcare, housing, and education.
This ensures fair treatment and special consideration for those who have given the most.
The Armed Forces Covenant Fund Trust
The Trust funds projects that make a positive difference for the Armed Forces community.
Grants focus on:
- Healthcare support beyond NHS services
- Removing barriers to family life
- Extra help for those in need
- Building stronger links between military and civilian communities
