People are being invited to have their say on a new draft masterplan for Packmoor, marking an important step in shaping the future of their community.
The plan – which includes potential options for further investment in green spaces, transport improvements and housing – has been developed following extensive engagement with local residents, alongside detailed technical assessment.
It has been designed with the community at its heart, drawing directly on feedback from residents and the newly-formed Packmoor Community Liaison Group, ensuring local voices continue to guide the process.
The draft masterplan sets out options that reflect a shared ambition to create:
- A vibrant, welcoming and sustainable neighbourhood that complements the character of the existing village.
- High-quality, well‑designed homes, including at least 25 per cent affordable housing.
- New publicly accessible green spaces that enhance biodiversity.
- Improved walking, cycling and public transport links, connecting Packmoor with neighbouring areas such as Chell, Fegg Hayes and Brindley Ford.
- Clear green spaces and natural ‘buffers’ ensuring Packmoor retains its identity and does not merge with surrounding communities.
- Better access across the area, including the potential for a new east–west spine road linking Turnhurst Road to Outclough Road.
The masterplan does not propose a single fixed scheme. Instead, it outlines five potential approaches - including options that exclude key heritage or sport areas, a more comprehensive development option, and a "do nothing" scenario - allowing residents to consider the choices and help determine the right way forward.
The draft has been informed by a wide-ranging programme of engagement with residents, businesses and stakeholders. Feedback consistently highlighted that any potential future development must be properly planned, supported by infrastructure, and protect the identity of Packmoor and the surrounding communities.
Residents also emphasised the importance of green space and biodiversity, as well as the need for safer, more accessible walking, cycling and travel connections.
If approved by the council’s cabinet, the draft masterplan will go out for full public consultation, both online and at in-person engagement events later in the spring.
The consultation is separate from - though linked to - the ongoing Local Plan process, which has identified Packmoor as a potential area for future housing.
Following consultation, a further report summarising feedback and setting out the next steps will be brought back to the cabinet later this year.
Councillor Finlay Gordon McCusker, cabinet member for transport, infrastructure and regeneration at Stoke-on-Trent City Council, said: “From the very beginning, people in Packmoor have been clear about what matters to them: protecting the character of the area, safeguarding green space, and making sure that if change comes, it is properly planned and works for existing residents. This draft masterplan reflects those priorities.
"We have not taken a decision on a single option. What we are doing is putting forward a clear set of choices, including the option of doing nothing, so that local people can weigh them up and tell us what they believe is right for their community.
"Too often in the past, places like Packmoor have felt that decisions happen to them, not with them. I promised we would do things differently, and we are doing things differently.
"This is about putting residents in the driving seat and making sure that any potential future development delivers the infrastructure, protections and opportunities that local people expect and deserve."
