Help shape the future of HMOs in Stoke-on-Trent
We are currently reviewing how Houses in Multiple Occupation (HMOs) are managed across the city. To support this work, we’ve partnered with RRR Consultancy, an independent social research company, to gather feedback from residents and stakeholders.
A HMO is a property shared by three or more people from different households who share facilities such as kitchens or bathrooms. The city currently operates mandatory licensing for HMOs with five or more occupants, enforces local amenity standards, and actively monitors compliance. There are no additional or selective licensing schemes in place, nor an HMO-specific Article 4 Direction.
As part of this review, we’re inviting you to complete a short survey created by RRR Consultancy. It will take approximately 10–15 minutes to share your views on the impact of HMOs in your area and whether current policies are working effectively.
Your responses will be anonymous and will help inform future decisions, including proposals in the Draft Local Plan to use planning controls alongside licensing.
There are no right or wrong answers, and you’re welcome to skip any questions you’re unsure about. We value your honest feedback.
Survey deadline: Friday 20 November 2025 by 5pm
