Consultation and Options
The council is consulting on two potential options for the future of the blocks with the tenants and leaseholders of the 10 Tower Blocks below:
- Hanley (Boundary Court, Brookfield Court and Forest Court)
- Burslem (Arthur Cotton Court and Port Vale Court)
- Blurton (Pedley Court and Robinson Court)
- Stoke (Dibden Court, Penkhull Court and Southern Court)
The council has been reviewing the long-term plans for these buildings. The original proposal in 2023 to demolish and rebuild all the tower blocks over a 15 to 20-year period has been reassessed because rising costs mean this option is no longer affordable. As a result, other options have been explored.
The other options have been assessed, but the council concluded that:
- Minimum Refurbishment does not provide a long-term solution.
- Demolition and Leaving Land undeveloped would result in the loss of all homes.
- Demolition and Rebuild is currently considered unaffordable.

From these were two options identified that offer the best balance of housing quality, affordability and long-term sustainability to take forward for consultation. These are:
