Ten Tower Block Review

In 2022, the city council carried out a public consultation to gather views from residents, leaseholders and stakeholders on the future of 10 tower blocks located across four sites in Blurton, Burslem, Hanley and Stoke.

These blocks are:

• Hanley (Boundary Court, Brookfield Court and Forest Court)
• Burslem (Arthur Cotton Court and Port Vale Court)
• Blurton (Pedley Court and Robinson Court)
• Stoke (Dibden Court, Penkhull Court and Southern Court) 

The consultation explored a range of potential options, including refurbishment, redevelopment and demolition. Feedback received from residents and leaseholders has continued to form an important part of the council's ongoing assessment of the most appropriate long-term solution for the tower blocks.

The original proposal to demolish and rebuild all of the tower blocks over a 15 to 20-year period has been reassessed because rising costs mean this option is no longer affordable. As a result, other options have been explored. The council has undertaken further technical studies, financial modelling and options appraisals to better understand the condition of the buildings, future investment requirements, regulatory obligations and affordability within the Housing Revenue Account (HRA).

As a result of this work, a new options appraisal has been completed. The appraisal considered a range of factors including affordability, value for money, sustainability, environmental impact, compliance with current and future regulations, resident disruption and the ongoing demand for social housing.

Consultation for tenants and leaseholders of these homes regarding these options will take place between Monday 21 September 2026 – Monday 02 November 2026.
