What do I need to understand before I complete the application form?

It is recommended that you review the information which provides more detail on what we are looking for and read the guidance on the application form at Appendix B.  All submissions should clearly set out how an award would be used and the impact it is expected to have in relation to the target group. 

 

Please consider the current landscape of provision when making your submission, it is important that proposals do not duplicate services that are currently offered in the area.  There are advantages if proposals are ‘scalable’, primarily to ensure that the Family Matters programme can maximise the investment opportunity.

 

All organisations making a submission for funding must be capable of offering the additional provision during the specified period or part thereof.  If you are only offering the opportunity for part of the period, please make this clear in your submission.

 

What geographical area can my project cover?

Proposals will aid young people who reside within the Stoke-on-Trent administrative area.

 

What type of applicants can apply?

Your organisation must be a legally constituted organisation able to receive public monies.

How will be applications be assessed?

The assessment of applications will be a single stage process against the criteria below.

 

Selection Criteria

  • How the proposal aligns with local need for young people
  • The rationale behind the location of the proposal
  • The impact the proposal is expected to have on young people
  • The quality of the submission, including the nature of activities and any collaboration between partner organisations to enhance impact
  • Deliverability, effectiveness, and efficiency
  • Confirmation that proposals can be established, delivered and completed by the end of the period
  • The applicant sets out an efficient mode of delivery
  • Value for money
  • The city council support the approach in encouraging proposals which demonstrate real impact for investment, taking into account number of places and expected outcomes, collaboration with other organisations and maximisation using other streams of funding.

 

Funding

Are there any costs that would not be eligible towards funding?

 

Examples of expenditure, which are prohibited, include the following:

  • gifts;

  • statutory fines, criminal fines or penalties, civil penalties, damages or any legal costs associated with any criminal or civil court proceedings or any regulatory investigation;

  • payments for works or activities which the Proposal Deliverer or any member of the Deliverer’s Partnership has a statutory duty to undertake, or that are fully funded by other sources;

  • bad debts to related parties;

  • payments for unfair dismissal or other compensation;

  • depreciation, amortisation or impairment of assets; and

  • liabilities incurred before the commencement date unless agreed in writing by the council.

 

How will the funding be distributed to successful projects?

Successful projects will receive grant payment on submission of an invoice against a purchase order.  The claim form will be accompanied by evidence of spend.  Once approved by the council, the organisation will receive payment via BACS.

 

How often can we submit a claim form?

Payment may be submitted monthly in arrears.

 

Is there a requirement for match funding?

Although match funding is not required you are strongly encouraged to consider match funding from the private, public and third sectors and leverage to provide value for money.
 

Are there any exclusions to match funding?

No.
 

How will monitoring work?

There will be an opportunity to record progress. Monitoring will be proportionate to the grant award and may take the form of visits by the council and reports of activity and case studies.
