Taxi and Private Hire Policy

Why do we have a policy?

We have a policy in place to make sure that taxis and private hire vehicles in our area are safe, reliable, and properly regulated.

  • Legal Framework: The council is responsible for licensing Hackney Carriages (taxis), Private Hire vehicles, their drivers, and operators. This is done under laws set by Parliament, including the Town Police Clauses Act 1847 and the Local Government (Miscellaneous Provisions) Act 1976.
  • Purpose of the policy: This policy outlines the standards and requirements that must be met by drivers, vehicles, and operators. It helps protect public safety and provides clear guidance for both the taxi trade and the public.
  • Consultation and guidance: The policy was developed in consultation with local taxi operators, residents, elected councillors, Staffordshire Police, and various council services including safeguarding, children’s services, and community transport. It also takes into account national guidance and best practices, including:
    • Department for Transport’s Best Practice Guidance
    • Statutory Taxi and Private Hire Vehicle Standards
    • Institute of Licensing’s Suitability Guidance
    • The Local Transport Plan

We review this policy every five years, or sooner if needed due to changes in law or local circumstances.

This policy will commence from Monday 1 September 2025.
