Adding or changing a Public Right of Way
To add or change a Public Right of Way (PRoW) on the Definitive Map and Statement, a legal process must be followed.
Before applying, you should check the following:
- Definitive Map – to see if the path is already recorded
- Register of Applications – to check if someone has already applied for the same route
- Section 31 Deposits – to see if the landowner has formally protected their land
If, after these checks, you still want to apply, contact the Public Rights of Way team.
You will need strong evidence to support your application, such as:
- Historical maps or land ownership documents
- Proof that the path has been used continuously by the public for over 20 years
Temporary Closures
We can temporarily close or restrict a Public Right of Way under the Road Traffic Regulation Act 1984.
Landowners, utility companies, or contractors working near a path can apply for a temporary closure.

Conditions for all closures
In all cases:
- You must clearly explain the reason for the closure
- An alternative route must be provided and clearly signposted
- At least 2 metres wide for footpaths
- At least 3 metres wide for bridleways/byways
- Notices must be put up at both ends of the route at least 7 days before the closure
- Updated closure notices must remain in place during the closure period
- The path surface must be restored immediately after the closure
- We may charge for repairs if not fixed within 7 days
- Access for private properties must always be maintained where needed
