An ASB Case Review (formerly known as a Community Trigger) can be requested by a victim of anti-social behaviour or by a person acting on their behalf, such as a family member, friend, carer, councillor, Member of Parliament or other professional.

If you’re not satisfied with how agencies such as Stoke-on-Trent City Council, Staffordshire Police or social housing providers have handled reports of anti-social behaviour (ASB), you can request an ASB Case Review.

Before requesting a review, you must have already reported the ASB to the relevant agencies. You can report ASB here:

How it works
A panel made up of Stoke-on-Trent City Council, Staffordshire Police, the NHS and other partners will assess whether your case meets the government threshold:

  • At least 3 ASB incidents in the past 6 months, all reported to the appropriate authorities.

Only ASB issues can be considered—matters such as parking, planning, domestic abuse, or criminal investigations (e.g., drug supply) are outside the panel’s powers.

If your case qualifies, you’ll be invited to attend the panel meeting to explain how the ASB has affected you. Agencies involved will provide reports, and the panel may recommend actions for those agencies to take. These recommendations are monitored, but the panel cannot take direct action itself.

Additional information

  • An ASB Case Review does not replace an organisation’s complaints process. Complaints about the city council should go to the Corporate Complaints Team.
  • It does not review decisions made by the Crown Prosecution Service (CPS). Concerns about CPS decisions should be raised through their complaints process or the Victims’ Right to Review Scheme.
  • Stoke-on-Trent follows the Staffordshire Police ASB Case Review Process and all agencies have signed up to the ASB Help Pledge.
