Pavement licensing notices

We have developed this Pavement Licence Policy to help both applicants and the public understand the process and considerations involved in allowing temporary use of pavements and carriageways for outdoor furniture.

This policy is designed to:

  • Support local businesses by highlighting opportunities to enhance their food and drink services with outdoor seating.
  • Ensure public safety for all users of pavements and highways, including those with disabilities.
  • Provide clear guidance for operating pavement licences responsibly, with minimal disruption to pedestrians and traffic.

What is a Pavement Licence?

A pavement licence allows businesses to place removable furniture—such as tables and chairs—on certain areas of the highway next to their premises. These licences are granted by the local authority through a streamlined process, making it quicker and easier for businesses to apply and get approved.

Once granted, a pavement licence may be valid for a set period or indefinitely, depending on the terms specified by the council. Regardless of duration, businesses must maintain clear access routes and consider the needs of all highway users, especially those with mobility challenges.

To apply for a pavement licence you must: 

 

  • A copy of your Pavement Licence Notice. You must display this prominently outside your premise on the day your application is submitted.
  • Evidence that you have met the requirement to give notice of the application (for example photograph).
  • Third party public liability insurance to indemnify the Council against all actions, costs, claims and demands arising from using the highway under the permission granted.  The level of such insurance should be at least £5m
  • The application should be supported by graphic details of the furniture and the means of enclosure (barrier), in order for its appearance and impact to be established (photographs/catalogue items etc can be used).  Refuse storage arrangements, serving arrangements etc
  • Location plan (scale 1:1250) showing the outline (to be edged red) of the premises and the proposed location of the pavement licence.
  • Site plan (scale 1:100) showing the proposed boundary, kerb and building lines, points of access, seating/table layout, key dimensions, and any other similar information.
  • The licence is £340.00 and payment will be taken when submitting your application online.
