InformationFilming and production in advance of event quotation brief Stoke-on-Trent City Council is holding an event in the King's Hall on Wednesday, 5 July. We are seeking to commission support to cover filming in advance which will be featured at the event. As part of this we require 32 x 20 second films to be developed and submitted in both digital and DVD format. The videos will be of individuals or a group of people in situ in a number of locations with free to use music (ideally provided by the video company) and a voiceover which will be supplied by the city council. The filming will need to take place at approximately thirteen locations across the city, these include, but are not limited to: Stoke, Hanley, Tunstall, Festival Park, Abbey Hulton, Blurton Our requirements. Due to the timeline of the project we seek a company who can work to a tight deadline. Please see the project timeline below. Stoke-on-Trent City Council is open to submissions from film companies who are experienced in and have an excellent track record of delivering high quality, innovative and engaging short documentary style films. Project timeline. • Closing Date for all submissions is 5pm on Friday, 2 June, 2017. • Decision to be confirmed to successful bidder on morning of Tuesday, 6 June, 2017. • Availability to discuss and agree the project between Wednesday, 7 June and Friday, 9 June, 2017. • Site visit to take place on dates above. • Availability for filming to take place from Monday, 12 June, 2017. • Final films to be submitted on Wednesday, 28 June, 2017. Project requirements. • To develop and produce and deliver 32 high quality, innovative and engaging 20 second films. The commission will: • Be produced to the highest quality in terms of content, visuals and sound. • Be edited in line with requirements with one set of amends. • Present content to the commissioners for final approval. The commissioners retain overall editorial control. • Be informative, enjoyable and engaging to a mixed audience. The commissioners will: • Provide project support (for example participant contact details, scheduling and location approval). • Provide logos and guidance for branding. To be considered for this commission please submit the following information: • A detailed quote, including a budget breakdown. The price quoted should be inclusive of all expenses and costs. No additional charges will be accepted by Stoke-on-Trent City Council. All prices are to be exclusive of VAT. We estimate the value of this contract to be around £3,000 plus VAT we will accept submissions either side of this figure. • A proposal outlining your response to the requirements of the brief (this should include an outline plan of delivery) and your ability, capacity and experience to deliver the project - Max 300 words. • Full contact details, including biographies of who would deliver the project. • Summary of relevant credentials including two examples of successful previous work. Case studies (embedded in document and / or via links). • Confirmation of Public Liability Insurance and indemnity value. • A choice of media format. Assessment of Quote. The evaluation of proposals will be assessed using a standard MEAT matrix (Most Economically Advantageous Tender) and will be scored against the following criteria: Maximum Evaluation Score 1,000 points split down as follows: 300 marks - Price (representing best value for money) 600 marks - Quality 100 marks - Relevant experience /qualifications of the provider Scoring Rationale Score 0 - if no information is provided Score 1 - if answer is poor Score 2 - If answer provided is not comprehensive and below average. Score 3 - If some requirements are met and response provided is average. Score 4 - If some requirements are met and response provided is good.
