InformationThe Council owns and manages 7 sheltered housing schemes for older people in various parts of the city and is undertaking a programme of refurbishment and renewal. In addition, the Council has recognised, and is seeking to address, an under-supply of 921 supported living units by 2021. The Council delivers an enhanced and responsive housing management service which enables the schemes to accommodate and support vulnerable residents e.g. living with mental ill-health, disabilities and/or substance abuse. This service model has evolved over time and costs are absorbed by the Housing Revenue Account. The Council wishes to evaluate the cost & benefit of the service model and explore how additional income can be generated to sustain the service in the long-term. Proposals are therefore invited, from appropriately skilled and experienced practitioners, companies and agencies, to:- • Evaluate the service and crystallise the key elements into an executive summary • Analyse and report on the impact, of the service, in deferring or preventing need for adult social and/or health care interventions such as hospital admissions, domiciliary or residential care. • Report on the financial value of the above impact • Advise on and quantify the potential for increased income via Housing benefit eligible service charges • Present to and engage with Council officers and members in order to raise the level of shared understanding and facilitate an informed policy decision Please submit proposals by 12noon on 28th September 2016 to Any queries or clarifications can be directed to Aidan Kelly at Stoke CC on 01782 232851 or
