InformationThe City Council is seeking to procure a competent and accredited Asbestos Surveying Consultancy to undertake an Asbestos Refurbishment & Demolition Survey for five separate projects (Burslem Cemetery, Fenton Cemetery, Hanley Zone 4, Havelock Place and Waterloo Road). The consultancy carrying out the survey is required to meet the requirements of the City Councils Corporate Asbestos Policy and Management Plan, a copy of which will be included with the tender documentation. This calls for evidence/submission of documentation to satisfy items 1 - 15 below. 1. UKAS Accreditation for its relevant services (Bulk ID, Surveying and Air monitoring/4 Stage Clearances). The consultancy UKAS accredited inspection body, type C (ISO17020), for asbestos reference number is to be submitted 2. £5 million Employers Liability Insurance 3. £5 million Public & Product Liability insurance cover 4. £1 million Professional Indemnity insurance cover 5. Adequate training arrangements for its workforce 6. Health & Safety Policy 7. Satisfactory methods of work and risk assessments (examples required) 8. ATaC membership 9. Participation in the RICE and AIMS scheme 10. Details of any improvement notices/enforcement action from either HSE or UKAS SOTCC Corporate Asbestos Policy considers the minimum UKAS requirements for the qualifications and experience of asbestos surveying and analytical staff, as the standards to be adhered to by all its' approved consultancies: 11. Surveying staff must hold the BOHS P402 qualification and have at least 6 months practical experience in asbestos surveying 12. Laboratory staff analysing samples for asbestos content must hold BOHS P401 qualification or the Certificate of Competence (CoCA) 13. Analytical staff undertaking air monitoring, fibre counting and four stage clearance testing must hold the BOHS P403 and P404 qualifications and have had 3 months demonstrated practical experience in this field 14. In addition to the above qualifications and experience, the UKAS accredited consultancy must be able to demonstrate traceable training and authorisation/audit records if requested. 15. There are no formal requirements for those tasked with the inspection or monitoring of known asbestos materials, other than to say that they should be deemed competent. The City Council, therefore, require those individuals to hold the BOHS P402 qualification in asbestos surveying as a minimum. The Asbestos Consultancy is required to visit site, with SOTCC Project Manager during the tender period to ascertain site specific information (restrictions, access requirements, etc.). PLEASE NOTE SOTCC WILL NOT ACCEPT TENDERS FROM ASBESTOS CONSULTANTS WHO HAVE NOT VISITED SITE WITH THE SOTCC PROJECT MANAGER. The successful Asbestos Surveying Consultancy will be required to commence the surveys mid-February 2016. Interested parties should submit an expression of interest by the closing date/time of this advert. The expression of interest shall be by email only to and shall include SUBMISSION OF INFORMATION TO SATISFY ITEMS 1 & 8 ONLY (UKAS REFERENCE AND ATaC MEMBERSHIP). We will not consider expressions of interest that do not include this information.
