Active Travel Fund – Public Consultation Plan Advance Notice

Stoke-on-Trent has an extensive network of traffic free routes for walking and cycling. We invest a substantial amount each year on new cycle routes through our Local Transport Plan Capital Programme, and through funding secured from other sources.  

However, we do realise that what would be useful for many people is improving cycling conditions on the roads. We are very pleased therefore to have secured funding through the Department for Transport’s Active Travel Fund that is ring fenced for providing improved walking and cycling facilities on our roads.

The aim of the programme is to:

  • Increase the number of people cycling;
  • Improve safe and inclusive access for cycling;
  • Contribute to improved air quality;
  • Support regeneration and economic growth in the city

We are looking at a small number of schemes and we expect to have initial scheme designs completed in early 2021 and wish to receive feedback from local residents and businesses, user groups and a range of stakeholders who may use the roads.
 

Consultation Plans

The consultation will follow the Active Travel Fund Public Opinion Surveys Good Practice Guidance.

Research design

We will consult with local residents, local businesses (where they are directly impacted by the scheme), emergency services, bus operators, Royal Mail and local MPs.

We will also contact a range of stakeholder groups through direct email, and also provide details through mainstream and social media nearer the time.

We will also undertake a more general Public Opinion exercise where there may be impacts affecting people beyond the local area.

Data collection

The local consultation exercise will be done through directly mailing out to local residents and businesses a brief summary and a link to the website to local residents and businesses. There will be options to email, write or telephone a response.

Unfortunately, due to the potential for covid-19 restrictions to still be in place, no direct face-to-face events are planned.

Any Public Opinion survey will be predominantly through online engagement, with information provided on a webpage. Opportunities will be available for responses to be made on the website itself, by email, or in writing or by phone.

We will ensure that the principles, practices and processes set out in the General Data Protection Regulation (GDPR) are adhered to.

Survey questions

We will ensure that the questions we ask are clear and that information will be available to enable an informed response to be made.

We will only ask questions that we feel are essential to the relevant proposals, to reduce the time required to respond.

Reporting and Communicating Findings

It is anticipated that the consultation will last for three weeks during February. 

To ensure full transparency, a summary of the survey responses will be provided in a clear format.

We will formally notify the Department for Transport that we have:

  • consulted all key local stakeholders
  • obtained broad support for schemes and made any changes to take account of local feedback
  • implemented a clear communications plan to manage survey dialogue
  • discussed plans with local MPs, and provided a summary of MPs’ responses

Following feedback there will be the opportunity for us to review and revise the design before taking through to delivery if there is broad support.
