What is a Residential Parking Scheme?
A Residential Parking Scheme allows residents and businesses to apply for permits to park in a dedicated permit holders only parking bay marked out on a road.
How do I get a scheme in my street?
In order to progress a scheme in your street, it is necessary for a minimum of half of the properties (households and/or businesses) to be willing to pay a one-off joining fee.
How much is the one-off joining fee?
The fee is payable by each household/business is as follows:
- Resident with/without a vehicle £70
- Business £70
- Senior Citizen with a vehicle £35
- Senior Citizen without a vehicle £15
This fee is a contribution towards the cost of producing the required traffic regulation order, road markings and traffic signs.
What times can a scheme operate?
Most schemes in Stoke-on-Trent operate Monday to Saturday 8am - 9pm. But operation times can vary depending on circumstances in your area.
Who can park in the Permit Holders Only bays?
Any motor vehicle below 3.5 tonnes gross laden weight which displays a valid parking permit. Unfortunately a specific space cannot be reserved on the road outside individual properties. The scheme will operate on a 'first come first served basis'. As long as a vehicle displays a valid permit associated to your street, they are allowed to park where they like.
How much are parking permits?
Permits are issued to households/businesses that have paid the relevant one-off joining fee. Current permit prices are as follows:
- Resident permit £15 per year - upto 2 per household
- Visitors Permit £22 per year - upto 2 per household
- Business Permit £30 per year - upto 4 per business
Senior Citizens can apply for one Visitors Permit free for their property.
What happens if contractors are visiting my property?
If a tradesperson or contractor wishes to park within a designated
permit holders only parking bay, they could borrow a visitors permit from the household where they are working - or they may
apply for a tradesperson/contractors permit from our Parking and Security Group at a cost of £12 per week. Use the contact
details below. Tradespeople can also apply for a dispensation/waiver permit to allow them to park while carrying out their

Who enforces the scheme?
The scheme is enforced by our Parking Attendants on a regular basis. Any vehicle not displaying a valid parking permit will be liable for a £60 Penalty Charge Notice. To report illegal parking in a permit holders only bay contact our Parking and Security Group on 01782 232091.
