Core Spatial Strategy
The Newcastle-under-Lyme and Stoke-on-Trent Core Spatial Strategy has been prepared jointly with Newcastle-under-Lyme Borough Council.
The Core Strategy sets out a broad framework for the future development of the whole of Stoke-on-Trent and Newcastle-under-Lyme. This approach helps to make sure that the two councils are working together to achieve the best results for both areas.
The other plans that are produced as part of the Local Development Framework must be in line with the Core Spatial Strategy.
Latest Position
Stoke-on-Trent City Council approved the publication of the Newcastle-under-Lyme and Stoke-on-Trent Spatial Strategy for submission purposes on 28 March 2008.
The Newcastle-under-Lyme and Stoke-on-Trent Spatial Strategy was approved for submission purposes, subject to a number of minor amendments, by the Council's Strategic Planning Committee on 22 April 2008 and was approved by the full Council on May 14th 2008
The Councils intend to take advantage of the amendments to the plan-making system proposed in the Local Development (Amendment) Regulations 2008. In accordance with the new procedural guidance, the Submission Draft must be published for receipt of formal representations over a period of at least six weeks.
Inspection of documents
Copies of the Core Spatial Strategy, the Proposals Maps, the Sustainability Appraisal Reports, the pre-submission consultation statement, and all supporting documentation are available for inspection from 29th August 2008 to 24th October 2008 at –
- Directorate of Regeneration, Stoke-on-Trent City Council, Civic Centre, Glebe Street, Stoke-on-Trent, ST4 1 WR, Monday to Thursday 8.45-17.00 and Friday 8.45 to 16.30 hours
- Regeneration and Development, Newcastle-under-Lyme Borough Council, Civic Offices, Merrial Street, Newcastle, ST5 2AG, Monday to Friday 9.00-17.00 hours.

Both Newcastle-under-Lyme Borough Council and Stoke-on-Trent City Council's proposals maps are available by clicking on the More Pages links on the right hand side of the page.
Copies of the Core Spatial Strategy will also be available for inspection at libraries within the City of Stoke-on-Trent and the Borough of Newcastle-under-Lyme.

Please note, representations made on the Core Spatial Strategy must relate to the ‘Tests of Soundness’ set out by the Government. The representation form will provide guidance on these.

Any representations should state whether or not you wish to be notified when the Core Spatial Strategy is submitted to the Secretary of State for independent examination.
Next Steps
In the event that no unexpected issues are raised requiring substantive amendment i.e. nothing is raised that has not been raised before or only minor modifications are suggested e.g. typographical errors; requests for clarification or other minor changes, we can then proceed to submit the document to the Planning Inspectorate, via the Secretary of State, for public examination. It is anticipated that this is likely to be in November 2008.
