Forward Plan of Key Decisions

Forward Plan - Latest             Forward Plan - Previous

The Forward Plan sets out decisions that the Executive intends to take over the following four months.  Each plan item is allocated to a Portfolio Holder from the Executive and Members Board, who is consulted throughout the procedure.

The Plan is updated and re-published each month and copies can be obtained from the Main Reception at the Civic Centre, Stoke-on-Trent, ST4 1RN, Telephone (01782) 232622

Members of the public are entitled to obtain copies of the documents that will be relied upon when the decision is taken, unless they are exempt within the meaning of the Local Government Acts.  These documents will be published on the Council's website at this address at least SIX days before the decision is due to be taken.  Paper copies will be made available via the address, telephone number and e-mail address set out above.

What is a Key Decision?

A Key Decision means an Executive decision which is likely:-

  • to result in the Authority incurring expenditure which is, or the making of savings which are, significant, having regard to the Local Authority's budget for the services or function to which the decision relates.  The Stoke-on-Trent City Council Constitution states that savings are deemed to be significant if they exceed £500,000.   The only exception to this concerns the North Staffordshire Regeneration Partnership where that figure is £1 million, except where it relates to property when the sum is £2 million, subject to the item requiring a decision being included within the Approved Delivery Plan

  • to be significant in terms of its effects on communities living or working in an area comprising two or more wards or electoral divisions in the area of the local authority;

The full legal definition of a key decision can be found in the Council's Constitution.  Copies of the Constitution can be inspected at The Civic Centre, Stoke or downloaded from this web-site.
